Chinese Secret Agents Operating in U.S. Add to Rising Sino-U.S. Tensions

U.S. officials have warned Chinese secret agents carrying out operations in the United States related to Operation Fox Hunt must return to China immediately. These agents are working to pressure Chinese living in the United States, including those wanted for corruption back in China, to return home, according to The New York Times.

These Chinese undercover agents do not have official law enforcement status in the U.S., and enter the country on tourist or business visas.

The White House let the State Department issue a warning to the Chinese government, and further steps may be taken by the U.S. if China continues to overstep. It is unclear whether the call to expel Chinese agents comes from the FBI or the Department of Homeland Security.

Marc Raimondi, a spokesman for the Justice Department, was quoted in The New York Times. He stated that, “the United States is not a haven for fugitives from any nation,” but added that the Chinese government would have to bring evidence to the Justice Department if the United States was going to help China catch Chinese fugitives. In many cases, China did not give the Justice Department enough evidence.

It has been reported that the United States has sent secret law enforcement officers to carry out missions in other countries in the past, with tasks including kidnapping and assassination. The CIA sent agents overseas after 9/11 to catch terrorist suspects and detain them in CIA secret prisons or hand them over to other governments for trial.

Chinese media reported that the Chinese government has sent dozens of law enforcement officers overseas to persuade fugitive personnel to return home.
