Ministry of Public Security: Database to Track Fleeing Corrupt Officials

In China’s continuing battle against corrupt officials fleeing overseas with their hard-earned briberies, the Ministry of Public Security has announced that they will set up a database of corrupt officials who have fled the country.

This database comes at the end of the “Fox Hunt 2014” campaign, which promised fugitives lenient punishment if they turned themselves in. Allegedly over 150 corrupt officials did turn themselves in.

Reports predict that in the US alone more than 150 officials are still on the run, with billions of RMB illegally passing through China towards the US using various methods of money laundering and underground banks.

Now what I hardly understand is what is the counterpart given to countries so that they help in the hunt. I mean, as much as an individual, I'm totally in favor of those assholes going behind bars instead of taking up space in the west, but within the sovereign states game, what's exactly the legal grounds for that, and also what is China's claim towards laundered wealth. In clear, what's in the balance justifying that governments waste resources on that Sino-chinese problem? I heard China is forming strike teams acting on the go when they get evidence from somewhere in the world. Which would be a fucking scandal.
