Hikers in Sichuan found mountaineering above 3,500 meters above sea level may face fines up to 1,000 Yuan as of January 1, 2006. The Sichuan provincial government released a statement on its Weibo page yesterday announcing the new penalties.
Those caught hiking above the set altitude, or hiking along an unauthorized route will be given a warning. If they continue on, individuals can be fined 200 Yuan, and groups or organizations can be fined 1,000 Yuan.

revenue source. In the western world we call this "fine" "purchasing a license" It is nice because the police officer doesn't have to wait at the 3,500 Meter mark, he just needs to stay at the station and the hiker doesn't need to carry so much cash.
