On February 23, Shenzhen police arrested 63 foreign nationals (nationalities not known). They all pleaded guilty to crossing the border illegally. It appears they had been helped by smugglers, who provided them with documents to get into China. Most had hoped come to China hoping to find work in one of the 1st tier cities.
