13 Year-Old Girl Paraded in Handcuffs after Splashing Official’s Car

A 13-year-old girl surnamed Rao was paraded around town in handcuffs for 20 minutes in Kele, Guizhou one day last month after she accidentally (according to the reports) splashed water on a government official’s car. After splashing the car, she—once again, a barely teenaged girl—apparently got into physical and verbal confrontations with government staff, resulting in the handcuffing and parading.

Although the incident is a month old, the story only recently surfaced in the news because the officials responsible—Kele Party Chief Yuan Zehong and policeman Chen Song—are now being investigated for publicly shaming her.

The story immediately went viral on Weibo, with many condemning the officials’ blatant abuse of power towards a minor.
