Earlier this year, Shanghai’s Hurun magazine reported that Beijing had the most billionaires in the world. The Sunday Times begs to differ. According to the Times, London is the city with the most billionaires in the world, and Beijing comes in at number seven. The British metropolis has 77 billionaires.
While London has the most billionaires per city, the United Kingdom has the third most overall. There are 120 billionaires in all of the United Kingdom while the United States has 378 and Mainland China has 193.
New York is ranked second globally and first in the United States with 61 billionaires. San Francisco is third globally with 57, and Los Angeles is sixth with 35.
Hong Kong is ranked fourth in the world with 49 billionaires and Moscow is fifth with 38. Beijing is seventh with 33 billionaires and Paris is eighth with 30.

Well, the plan thus far has been to get the aforementioned riches the hell out of China. And they're doing that. But, given your question, and my chance to reflect on an answer, I'd say orchestrate some kine of revolution. Because if they don't, they will.
