Why couldn’t minor traffic accident mediation also be so philanthropic?

Around 20:00 on the night of April 26 in Guigang city (Guangxi), while inattentively pulling a u-ie in his assumedly black colored Audi A6, Mr Duan rear-ended a parked Cadillac owned by Mr Zhou, resulting in very minor damage to both vehicles.

Soon after, the local police team rushed to the scene, and, following some impressive CSI work, astutely concluded that Mr Duan was fully responsible for the accident. Though neither Mr Duan or Mr Zhou disagreed on this point, the two failed to come to a unanimous agreement on the issue of compensation (赔!?). So, the police, doing what they do best, impounded both cars until Duan and Zhou could work things out.

On April 28, the two men returned to the local police station to settle the matter. While most any other account of two Chinese drivers locked in mediation over a minor traffic accident would be unnecessarily long and drawn out, it seems that over the course of two days, Duan and Zhou managed to come up with a better way to make national headlines for their philanthropic endeavors figure out the compensation issue: forget about compensation to pay for the vehicle repair altogether and both donate a substantial sum of 20,000 RMB to the earthquake-stricken areas in Lushan instead!
