Shenzhen is China’s top city for “openness to the outside world”, according to an announcement made by the International Cooperation Center of the China National Development and Reform Commission on April 6. Shenzhen beat out 31 other Chinese cities in the study; the first of its type undertaken by Chinese officials.

48 different factors were taken into consideration when looking at the 32 cities’ openness, with the three main factors being economic development, technological development, and societal development. These included sub-factors such as trade, personnel exchanges, foreign investment, and foreign currency deposits.

Shenzhen, Guangzhou, and Xiamen were named the top three, and have been awarded the title of “gold medal cities” for their openness. Shenzhen came in first place for all three main factors.
