Shanghai has been ranked the most desirable city for expats for the third year in a row, in the annual survey by International Talent Magazine and the China Society for Research on International Professional Personnel Exchange and Development.
The survey had around 20,000 foreign participants over several months and the rankings were decided according to four different categories; city’s policy for foreign professionals; political environment, working environment and living environment.
Beijing and Shenzhen were third in the rankings, followed by Tianjin, Qingdao, Hangzhou, Guangzhou, Suzhou, Xiamen and Kunming.
When asked about what could be improved, many expats mentioned government services, traffic systems and visa processes as well as social security for foreigners.

Shanghai is a great city even within the international standards. I've been living in Shanghai for the past 6 years and except the pollution, it's a blast living here. Transportation a problem in Shanghai? The person who mentioned this clearly does not live in Shanghai. The city has got probably one of the best subway systems in the world, the bus system is clean and efficient as well. For a city that has 27 million people living in , the traffic situation is much better than any european country I've been in. (considering the population here) Bangkok can not even be compared to Shanghai, Taipei? I love it personally but compared to Shanghai, Taipei feels like a second tier city at best. And for the people that see the hateful comments and tell u guys to go back wherever u came from, I can't really blame them. Foreigners (or should I say foreign teachers) on this website bash everything China and or Chinese related that sometimes it just doesn't even make any sense anymore...

As far as I'm concerned, there is no "best city" in China for foreigners. Some are just more tolerable than others. China simply is not a foreign friendly country. One would think that Guangzhou would be a decent city considering its close proximity to Hong Kong. But it's a concrete dump.

Even if every expat criticizing china and chinese here leaves not only all of them can but extremely likely will continue their criticisms, on this 'forum' and globally. It doesn't look to me they can be bought or threatened into submission. Realistically, your only solution is to pluck your eyes out right now so you can't read any negative comments on china. LOL

Guangzhou is a dump. Full of brand new skyscrapers for business ppl and foreigners too unfamiliar with the real deal to see what china is about. I lived in Guangdong for 10.5 months last year. Never ever again will i go back there again. I was on a contract so it was fine. As an expat working for a foreign firm, i do prefer Shanghai in spite of the pollution. Overcrowded ness is the same all over china. Still shanghai is number 1 in the mainland. Thats a fact. pS: the cockcroaches infested buildings, hotels and streets were simply too much in Foshan and Guanzhou. 3rd world, period.
