According to the plan, Tianjin will finish constructing 30 new parks in 2011 and these parks will be open for free. Starting from April 1, 2011, Tianjin will implement stricter regulation in the parks. People throwing cigarette butts or spitting chewing gum will face a fine of 50 RMB.
