It seems that more than 300,000 ‘sea turtles’ (the Chinese name for returnees) moved back to China in 2013, a record number. Over the past six years 1.1 million have returned, meaning an average annual increase of 36%. Experts predict over the next five years, the brain drain that China has experienced will be reversed with many people returning.

Most chinese student don't want to stay abroad, or really can't. I think they're quite attached here and see good opportunities after studying abroad.
