Is China’s Green Card Worth it for Foreigners?

Foreign experts have recently brought up practical issues with the Chinese green card. The president of Norwegian Petroleum, one of the first expats to receive a green card, brought up several issues at the recent “China 50 Person Roundtable” held this past Sunday. “I thought the offer was very attractive at first, but as time goes on, it feels more useless. You cannot open a bank account with your green card, you are still considered a foreigner when you are doing business, and you cannot use the card to buy train tickets.”

China first implemented measures for foreigners to obtain permanent residence in 2004. The Chinese green card system was introduced that same year. However, foreigners with Chinese green cards must comply with specific obligations and have a different set of rights than Chinese citizens.

The Chinese green has been called “the most difficult green card to obtain in history.” From 2004 to 2013, 7,356 people have been given Chinese green cards.

Shanghai introduced legislation to ease the green card process in July 2015. It will soon be easier to obtain a green card in Shanghai. The procedure will be similar to that of a work permit.

The Ministry of Public Security announced on January 12 that 20 new measures have been announced to support the development of Beijing’s immigration policy. The new policies will be implemented on March 1.

Why would the president of Norwegian Petroleum give two shits about opening an account or buying a train ticket in China? Why would he care about being treated as a foreigner when doing business? Why would he have permanent residency (not a green card) in China in the first place? It seems really odd.

You deserve it. When you do business with someone who is a well known liar and racist , you get what you deserve. China essentially sells the green card for an extremely high price and gives you nothing in return.
