After almost four years of construction, the Guangzhou East No.2 Ring Expressway was officially completed and opened to traffic on December 16th. With its opening, it will take approximately ten minutes from Huangpu to Panyu. At the same time, the completed Beijing-Zhuhai highway was also officially opened. It was learned that the East No.2 Ring Expressway will adopt a combination toll collection method at the Huangpu Bridge and at both ends of the expressway. It will cost First Category Cars RMB 35 to run the whole course, RMB 30 more than the original route. Drivers will face a choice between the options of either saving money or saving time.

 

The Opening Ceremony for the East No.2 Ring Expressway was held at 6:00 pm December 16th. On the afternoon of December 15th the toll stations and other infrastructures such indicators were all installed. Walking on the bridge approaches, citizens can enjoy luxuriant plants on both sides of the expressway. The cement piers that used to block the entrances and exits had been removed and the toll station staff were busy making last-minute adjustments to the Auto toll – the Unitoll Card Automated Toll Collection System.

 

The newly completed project starts from Ouhuo Village, Luogang District and connects with the Guangzhu East Route Expressway and Jinshan Road at the end point, involves three Ramp toll stations and the temporary Hualong ramp toll station. It runs 18.694 kilometers in total with the Huangpu Bridge running 7.0165 kilometers and with a total investment of RMB 4.115 billion.

 

The completion and opening of the East No. 2 Expressway not only realizes the opening of the Jingzhu (Beijing-Zhuhai) Expressway. In reality it means the connection of Huangpu and Panyu and that the trip can be completed in less than 10 minutes' ride. Additionally, the East No. 2 Expressway links with the North No. 2 Expressway, the West No. 2 Expressway, the Guangshen Highway and other highways, expressways and with State and provincial roads making the fast connection from the Pearl River Delta area to the new airport, the new railway station and Nansha Port come true.

 

The Huangpu Bridge is categorized as an 'extra large bridge' with the title of "The No. One Bridge in South China", therefore it charges more than general freeway tolls. Our informants disclosed that the toll was also another problem that the delayed the opening of the East No. 2 Expressway. According to the written approvals by Guangdong Provincial Price Control Bureau and the Communications Bureau, the charge rate for vehicles crossing the bridge approaches of the Huangpu Bridge is RMB 0.6 per kilometer. The toll rates for Category 1 to 5 are RMB 30, 45, 60, 90 and 105 respectively. This means the first category cars running on the East No. 2 Expressway will have to pay RMB 35 for the whole course.
