On the morning of March 28 Mr. Wang got out of bed to go to the bathroom and discovered a young man with a stick in his hand trying to hook his girlfriend’s underwear from where they were hanging up on his balcony.
Understandably enraged (and no doubt slightly confused) he opened the window to yell at the young man. On hearing him, the young man threw away his stick and ran off, with Mr Wang in hot pursuit, calling the police whilst he ran. Mr. Wang eventually caught the would-be thief and dragged him down to the police station where the story further unfolded. The man was 19 years old, lived nearby and had previously stolen underwear from other households.
When questioned, the young man said he knew it was an ‘unhealthy’ habit but he was unable to control himself. Only a few days before he had stolen 4 bras and another pair of underwear.
The offender has been sentenced to seven days detention, but who knows when he’ll be back on the streets. Ladies of Lichun beware!

it is not weird when people used to say "it is an open country"

This is why the field of psychology needs to be widely used in China, not only limited to clinical use. Every person in China needs some form of psychological support. Not to be confused with psychological instability. Just to give a helping hand or sympathetic ear to smaller issues so they do not manifest to something socially awkward like this. But the cultural fear of exposing your secrets and personal items to a stranger stand in the way. I respect all cultures but I worry that some lifestyles in China are not being addressed properly. Even this guy could have his fetish addressed and carefully constructed so it does not interfere with normal social routines (he does not bother others). But anything unusual or misunderstood is normally shunned in a society and then later reviewed when enough people show symptoms of a similar interest.
