China Working on ‘R’ Visa, Long Term Residency Permit for Foreign Experts

The State Bureau of Foreign Experts has issued a statement announcing the imminent introduction of the R Visa. Any foreign specialist who are willing to work in China long term, join or begin a company or joint venture, invest foreign capital or can be considered high-end talent will be considered for this visa.

Presumably the process of obtaining this visa will be rather difficult but the department is seeing it as an equivalent to the ‘green card’. The specialized skills required for this visa must be deemed ‘urgent’ by the governing body. Currently, these fields are environmental pollution and pollution treatment. The bureau will also be studying specialist field and adding new ones as they become important in the bid to  “speed up economic and social development.”

Why does China continue to "seek experts" when they do not follow their advice anyway. There are devices that can be installed on coal plants to make them produce less pollution. Set exhaust standards on all vehicles. Adopt better construction standards.

Experts needed.... How about they hire people with common sense? That goes a long way and it seems to not exists when it comes to pollution in China. So many little things and even big things could be done but they aren't. They are just talked about and suggested. Look at France. Half the cars off the road. Diesel is banned in city centres in countries that actually do things about the issues. Coal burning for power is reduced. Factories are forced to meet standards and not just pay off some official... Dumbest thing ever is that fireworks are not banned in China until this problem is fixed. It is about as sensible as filling a life raft with water because you like to swim.
