Not surprising given the govt's lack of interest in educating the populace - and protecting its citizenry - with PS campaigns via all available media, raising taxes on cigarette sales, and enforcing non-smoking "laws". Why? Because the govt is making BIG-TIME short-term money on tobacco whilst people are dying, thanks to cheap smokes. But who cares about people dying in China? Reduces overpopulation, right? And given there is no universal health care system in place, it doesn't matter how many people die from smoking, pollution and cancer. It ain't gonna break the bank.
