China Still Has 400 Million Citizens who Can’t Speak Mandarin

China’s Ministry of Education Vice Minister Li Wehong, recently revealed that an astonishing 30 percent of the population; that’s 400 million people can’t communicate in Mandarin, ifeng reports.

Currently, just over 70 percent have Mandarin Proficiency and around 95 percent of people are able to read and use Chinese characters. However, among the 70 percent who can speak Mandarin, only 10 percent can communicate using standard Mandarin pronunciation. Standard Mandarin pronunciation is based on the northern Beijing accent; the statement stressed that the dissemination of Mandarin isn’t in order to extinguish local dialects, but a way to eliminate the language barriers between local dialects and facilitate social communication.
