China Preparing to Implement Real-Name System for Express Deliveries

China is currently preparing to implement the real-name system for express deliveries in hopes of preventing parcel-based criminal behaviour at the source. As online shopping becomes more popular, consumers are more frequently using express delivery. Yet, after last year’s "Hangzhou express parcel explosion" incident, many people became worried about the safety of express parcel deliveries. That incident, which resulted in the deaths of two employees, led the government to decide to implement a nationwide real-name system for express deliveries.

At present, the Ministry of Public Security has already set up a pilot project in Shaoxing, Zhejiang Province, while Shanghai carried out a similar short-term trial during the 2010 World Expo. Once formally implemented, customers sending express deliveries will be required to show their identification card, and the sales clerk will open the parcel for inspection, verify the goods being sent, as well as input the information into their computer terminal. On the receiving end, express parcel delivery recipients will also be required to show their identification card before they can pick up their package.
