China Drafts Regulation to Ban Smoking in Public Places

At present, the National Health and Family Planning Commission and the China CDC are in the process of drafting a proposal to ban all smoking in public places nation-wide. This plan is to strictly adhere to the “World Health Organization Framework Convention on Tobacco Control” treaty. The regulation will apply to public modes of transportation, interior work environments as well as internet bars, cafeterias and restaurants; all interior public places will have to be 100% smoke-free. However, the fines to be penalized against individual offenders of this public smoking regulation are still in the research stage.

They can make as many laws as they like to make them look good in the eyes of International organizations but enforcing them is a whole new cultural shift. Not sure how a policeman with a cigarette hanging out of his mouth goes about booking a person that is caught smoking in a non-smoking area. However, that's what it's going to take. Law enforcement and cops on the beat. Now that's a change I'd like to see.

This is laughable. I have been in many places througout China and watched guys (including cops) smoke while they are looking at a no smoking sign. If the authorities don't obey the law; why should the common citizen?

It would be nice if there wasn't a smoke stench in toilets, elevators, the office and so on. But good luck getting the privileged in China to modify their behaviour. They get a free pass, because nobody dares challenge them.
