In response to the growing number of “controversial statements” made by foreign musicians performing in the mainland, Cai Wu, China’s Culture Minister, has proposed that all future foreign acts scheduled to perform in China should have university degrees.
A spokesman for the Ministry of Culture stated that there were no such regulations currently under consideration, though it has been reported that several classical musicians wishing to perform in China have been required to submit proof of their university education.
A separate source stated that authorities are currently studying the videos of foreign musicians to see if their performances were in line with what they’d agreed to in their contracts, suggesting that they are simply “tightening existing procedures instead of changing the rules.”

All they have to do is get a fake degree. Isn't that what everyone does in China? ;-)
