Car Use to Be Restricted During Heavy Pollution in Guangzhou

On November 11, the “Environmental Contingency Plan for the City of Guangzhou During Heavy Pollution Emergencies” was finalized and will be implemented in the near future. The regulations of the contingency state that when over half of national atmospheric monitoring stations have determined that a state of heavy pollution exists, the use of yellow-licensed cars and motor vehicles throughout the entire city will be restricted according to the designation of their license plate; vehicles will be permitted on the road only if the last digit of their license plate number coincides with either an odd or even digit, as determined by the city. Furthermore, the contingency plan calls for the reduction of city vehicles use by 30% as well as making businesses reduce emissions by 30% through constant monitoring. Chen Jianhua, mayor of the city of Guangzhou, has clearly stated that once this environmental contingency plan is implemented, he himself will take the subway to work.
