Beijing to Limit Cars During Heavy Air Pollution, Drivers Now Given 24 Hours Notice

On October 22, the “Heavy Air Pollution Contingency Plan for the City of Beijing (Trial)” will be officially implemented. Any time Beijing faces heavy air pollution, the use of automobiles will become restricted based upon whether their license plates end in an even or odd digit. The time of restriction will take place that day from 0:00-24:00. When the “even-odd” system of restriction is enacted, the system of limiting vehicles by their rear license plates will be temporarily suspended.

The Department of Environmental Protection states that they will do their best to make sure the advance warning will be made known to the public at least 24 hours in advance and not 12 hours as previously stated. To inform the entire city that such emergency measures are in place, mediums of dissemination such as television, advertisements, internet, mobile phones and other avenues will be strongly used to provide advance warning of the implementation.
