According to the State Council approved “Beijing Overall Urban Planning 2004-2020” policy, the actual resident population of Beijing should be no more than 18 million by 2020. However, by the end of 2010, the actual resident population has already exceeded 19.72 million, 11 years ahead of the population control target.
Excessive population growth has caused great pressure on energy resources and the environment. It is reported that Beijing will take measures to regulate and control the city’s population size in the next 5 years, including allocation of Beijing household registration quota and implementation of resident permits among the floating population.
