As of May 15, Beijing will begin a 100-day crackdown campaign on foreigners who live and work in the city illegally. The crackdown, which will run until August, will mainly focus on foreigners who have entered the country illegally, who do not have the correct resident permits and who work in China illegally – violations referred to as the "three illegalities" (三非). Authorities are also encouraging Beijing residents to report any foreigners suspected of committing one of the above-mentioned violations.
During the next three months, authorities will be performing checks at key residential compounds and districts including Sanlitun and universities in Haidian District. Other measures include more stringent handling of visa applications and gathering info about potential illegal foreigners at residential compounds by encouraging residents to call 010 6403 8685.
Data suggests that illegal residence is the most common violation committed by foreigners in Beijing’s central districts – mainly referring to those whose residence permit has expired and not been renewed or extended or those who did not leave the country when their permit expired.
According to regulations, foreigners caught without a legal residence permit will be issued a warning, fined, detained or ordered to leave the country within a certain period of time. Last year, authorities handled over 20,000 cases of foreigners committing one or more of the "three illegalities."

Just to provide some light to this conversation, rather than all heat, aren't the backpackers turned teachers what make it so difficult for legitimate teachers like myself?
Speaking as a public school teacher, who went through all the legitimate channels, there are an awful lot of people who come to Beijing or Shanghai on tourist visas, get agencies with guanxi to grease the palms of officials, convert their visas to residence permits, or just employ them on tourist visa, and this is what makes teaching so difficult. Supply outstrips demand, and the schools can just say "Oh we don't like his accent, get another teacher."
Truth is I welcome such crackdowns, as I've nothing to fear. It just means maybe the inconvenience of having my passport checked.
However, could somebody inform me what the deal is with all those Africans around Sanlitun who hang around pushing drugs? How do they get away with it?
Some say they are Embassy staff, and have diplomatic immunity, others say they have a fix with the cops.
Either way, it is the aforementioned drug pushers, and backpackers turned teachers who I really think make life difficult for legitimate expats like myself.

Oh , thanks God I was leaving China exactly on 15th May when this action was started ! And I will be back after this action will be finished .. I am not afraid of anything , even now they push us to go from there, I know God will help me always and I will stay in China forever ! I can obtain a visa with a invitation letter and yes, it is legal ! what they can do to me ? I will stay at home and working as freelance, I am not sign any contract as I will have F visa, so yes, I do nothing illegal !
What means here " staying over a touristic visa" ??? If it's meaning that you changed L into F , is logic that you stay over visa, but who gave us the F visa then ???? The Beijing Public Security Bureau , right ???? We stay illegal "over" visa ??? No ! It is absolutely legal ! If your meaning is that some peoples stay over visa , like the visa expired and they didn't renewed it or changed into other kind of visa, this yes, it is a illegal thing to stay in China and any country , but I don't see is right to put all foreigners in the same place with an idiot who stayed over visa illegal ! The action of the Chinese govt has nothing to do with a particular country or race.So,it's very stupid,foolish and naive of Mitch and Gulin to think in their ways.But I don't blame them cos they're part of most uneducated foreigners from the West who only come to China to work based on the ignorance of the Chinese people.I can't expect much sensible view from people who would not stop wearing a pair of shoes for a year without even washing them.Their brain is as dirty as their clothing and coupled with the fact that they're not educated,they can't have a better view of the situation.But you don't have a choice and you can't change the fact that we Africans are far better than the Westerners in China.We have businesses,buy houses,cars,marry the locals and have children.You westerners are a failure and no amount of racial abuse or discrimination against Africans can change this.It will even make us stronger.My advice for you is to go back to your economic reccession stricken West and take back the job of cab driving,janitor,security guard,e.t.c instead of envying Africans living and working in China.
