A few days ago, the General Office of the State Council issued an AIDS Action Plan for the 12th Five-Year Plan period (2011-2015). The document states that condoms or condom vending machines should be available in 95% of the nation's hotels by the end of 2015. The Action Plan calls for the basic containment of the rapidly spreading AIDS epidemic in key regions and key groups by 2015, as well as a 25% reduction (from 2010) in the number of new HIV/AIDS infections, and a 30% decline in the number of AIDS related deaths.
