300,000 RMB Required to Open Internet Café in Zhengzhou

On January 31st, the Zhengzhou government released a notice titled “Zhengzhou City’s Method for Strengthening the Management of Internet Cafes”. According to the notice, people who want to open a new internet café not only have to comply with the already established regulations related to providing internet services, but they now also have to satisfy a new regulation which requires them to pay 300,000 RMB into a government fund. However, many are calling into question this new regulation, stating that it lacks legal basis.
