According to the Nanjing City Public Security Bureau of exit and entry affairs, there are 138 foreigners living in the city who hold a Chinese green card, the highest the country.
In 2013, 21,000 Nanjing foreign residents (who had lived there six months or more) applied for a green card, this is a 25% increase on 2012, when only 17,000 applied.

So 17,000 last year (let's ignore earlier years for the sake of the argument) applied and only 138 got it? Pretty tough odds.
