Shijiazhuang Petitioners Forbidden to Petition in Key Spots in Beijing

It seems that petitioners from Shijiazhuang, the capital of Hebei Province, have been causing quite a fuss in the capital and annoying their local police. According to a local police statement they are now banned from petitioning at Tiananmen Square, the leadership compound of Zhongnanhai, districts in Beijing where foreign embassies are located, and other important sites.

The statement went on to say if petitioners from Shijiazhuang provoke public disorder by circulating fliers, or holding banners in public places, they could face administrative penalities, from the Shijjiazhuang police.

But wait, hang on, Tiananman square, Zhongnanhai and foreign embassies aren’t located in Shijiazhuang. Does the Shijiazhuang police have jurisdiction over these places???

No, they don’t. The implementation of this new law will be tricky then, won’t it?

The Shijiashuang’s police decision, at if we may say so, appeals to grandeur, comes after the Communist Party of China Central Committee said at the recent plenum that it would reform petitioning laws.
