Two homeless men from Dongbei who wanted to get out of the winter cold by begging a ticket to Hainan were defeated by bureaucracy and ended up getting sent back to Dongbei instead.

Hu and Jiang went to their Regional Assistance Office in Hefei in order to ask from help. One of their shoes had worn through and they were struggling in the Hefei winter so they asked for train tickets to Hainan for the winter. Mr Yu, the man on duty recognized the two men as he had frequently recommended the service to them when he’d seen them begging, but they had always rejected the idea.

The men asked Mr Yu to buy them two tickets to Haikou, so they could spend the winter somewhere warm. Mr Yu replied that the office isn’t a ticket booth and that they only provide tickets back to people’s hometowns.

Hu and Jiang tried to argue but Mr Yu wouldn’ t budge on the rules, so in the end they decided that Dongbei was better than nothing and took the tickets.
