Before you become a registered eChinacities user and use the services provided by eChinacities, please carefully read the eChinacities "User Agreement" (hereinafter referred to as the "Agreement") to better understand the services we provide and your rights and obligations. Once you start using eChinacities services, it means you have confirmed and accepted all the terms in this Agreement.
This Agreement sets out the relevant rights and obligations between you (hereinafter referred to as "User" or "You") and Beijing SICTEC Technologies Inc. (hereinafter referred to as "eChinacities Company" or "We") (Company address: Suite 701, Cyber Tower B, 2 Zhongguancun South Street, Haidian District, Beijing 100086) regarding the eChinacities software (hereinafter referred to as "this Platform" or "eChinacities"). eChinacities software is a serious and pure recruitment service software. Please read the following terms carefully before registering and using eChinacities.
In accordance with the requirements of laws and regulations such as the "Cybersecurity Law" (《网络安全法》) and "Regulations on the Administration of Internet User Account Information" (《互联网用户账号信息管理规定》), by completing mobile SMS verification on the eChinacities registration page and checking to agree to the eChinacities "User Agreement" and other relevant agreements, you indicate that you have read and agreed to enter into this Agreement with eChinacities Company, become a eChinacities user, and accept to be bound by all registration terms in this Agreement, as well as all terms of the eChinacities 'Online Privacy Policy' (《网络隐私政策》) (collectively referred to as "Platform Agreement" or "Platform Rules"), including dispute resolution clauses (see Article 15 of this Agreement).
Users applying for a eChinacities account must meet all of the following conditions simultaneously: the purpose must be for recruitment and/or job seeking at the time of registration and during the subsequent use of eChinacities services; must be 16 years of age or older at the time of registration.
To better enjoy eChinacities platform services, users should comply with eChinacities's registration mechanism requirements, providing true, accurate, latest, and complete personal information to eChinacities. Users who register and are certified as recruiters (including users from employers and human resource service agencies) should ensure timely updates of their provided company name, "Human Resources Service License" (《人力资源许可证》) and/or "Labor Dispatch License" (《劳务派遣许可证》), job title or position information, corporate email, recruitment authorization letter, letter of commitment, and other relevant information and supporting documents, ensuring the authenticity of the aforementioned information and documents. Users shall ensure that their official actions, including but not limited to publishing recruitment information, communicating with job seekers, obtaining, using, and forwarding job seeker resumes, remain continuously valid during the use of this Platform. Certified users shall maintain the uniqueness of their recruitment account and the corresponding authorized entity.
In accordance with relevant laws and regulations such as the "Network Recruitment Service Management Regulations" (《网络招聘服务管理规定》), if the materials submitted or information provided by a recruiting user is inaccurate, untruthful, non-standard, or if there are reasons to suspect that the supporting documents involve theft or forgery, eChinacities has the right to refuse to provide you with relevant functions. You may not be able to use eChinacities software and related services or may have some functions restricted during use.
If a user provides false identity information or company information for registration, publishes false recruitment or job search information, or obtains, uses job seeker resumes without employer authorization or not for the purpose of their own recruitment, it shall be deemed a serious breach of this Agreement, and eChinacities has the right to suspend or terminate that user account and cease providing services. eChinacities reserves the right to pursue legal liability against any user whose false registration or false information causes any economic or reputational loss to eChinacities.
Users shall be solely responsible for all activities conducted using their accounts, including any information, data, text, software, music, audio, photos, graphics, video, messages, or other materials uploaded, posted, emailed, or otherwise transmitted via eChinacities, whether publicly or privately transmitted, for which the content provider shall be responsible.
In the event that a user's account is used without authorization, or any other security issue occurs, the user shall immediately notify eChinacities. If the user's data or information is leaked due to improper use or other reasons not attributable to eChinacities, the user shall bear the adverse consequences.
The ownership of eChinacities accounts belongs to eChinacities Company. After completing the account registration process, users obtain the right to use their eChinacities account, and this right of use belongs only to the initial registrant of the account. At the same time, users may not give, lend, rent, transfer, or sell eChinacities accounts, or otherwise permit others to use eChinacities accounts. No other person may use eChinacities accounts through gift, inheritance, lease, assignment, or any other means. If we discover or have reasonable grounds to believe that the account user is not the initial registrant, in order to ensure account security, we have the right to immediately suspend or terminate services to that registered account and have the right to permanently disable the account.
Users shall not actively disclose their account to a third party or provide it to a third party for use, such as providing it to a third party to purchase eChinacities services on their behalf. If this causes leakage of other users' privacy or economic losses, as well as losses to this Platform, the user shall bear full responsibility.
If you plan to deactivate, abandon, or cancel the mobile number currently bound to your account, please contact customer service in advance to unbind the account. You can change your mobile number via [Personal Center] - [Bind New Phone]. If you have any questions, please contact customer service.
eChinacities provides network services to users through the internet, including online and offline related businesses. To use network services, users should equip themselves with the necessary equipment to access the internet, including computers, modems, or other access devices, and pay for the costs required to log in to the internet.
When providing network services, eChinacities may charge certain fees for some network services, in which case a clear prompt will be given on the relevant page. If a user refuses to pay such fees, they will not be able to use the relevant network services. Paid services will have separate service terms stipulated on the basis of these registration terms to regulate the content of paid services and the rights and obligations of both parties. Users should read them carefully; if a user purchases paid services, it will be deemed that they accept all the aforementioned terms.
Both paid and free services of eChinacities have validity periods, and services will automatically terminate upon expiry. Unless otherwise agreed, due to the special nature of digital goods, paid services do not support seven-day unconditional returns once purchased.
Based on risk control strategies and job security considerations, eChinacities may require some users to provide supplementary materials (including but not limited to corporate qualification certificates, letters of commitment, business agreements, etc.), the specific requirements for which will be clearly displayed on relevant pages. If a user refuses to provide the aforementioned materials, eChinacities has the right to suspend or terminate providing some or all services to that user as deemed appropriate.
To implement the verification and update obligations of the "Network Recruitment Service Management Regulations" (《网络招聘服务管理规定》), eChinacities may irregularly conduct authenticity reviews and updated verifications of some users' company addresses, recruitment authorizations, and other relevant information (currently, this review mechanism includes "environmental certification" and "offline review"). During the review process, users should cooperate with eChinacities staff to supplement relevant materials, including but not limited to business licenses, qualification certificates/relevant business agreements, authorization letters, authorized person's ID information, lease agreements/utility bills, etc., and allow eChinacities staff to review and photograph their company LOGO and office environment for record-keeping (specific requirements refer to web page instructions or relevant notices). If a user refuses, eChinacities has the right to suspend or terminate providing some or all services to them as deemed appropriate.
For users who engage in illegal activities on the eChinacities platform, or whose words and deeds (whether online or offline) seriously deviate from eChinacities's serious recruitment purpose, eChinacities has the right to suspend or terminate providing some or all services to them as deemed appropriate. If such behavior causes any loss to eChinacities, eChinacities reserves the right to pursue legal liability.
eChinacities has the right to inform users of eChinacities service-related advertising information, promotional offers, and other marketing information, as well as invite users to participate in version testing, user experience feedback, return visits, and other activities by means of phone calls, text messages, or emails. Except for system notifications or important information, users can choose not to receive the above information.
To improve the recruitment efficiency of eChinacities users, eChinacities Company may share job information posted by eChinacities users with our affiliated platforms and third-party partner platforms that we operate.
To improve the job search efficiency of eChinacities users, eChinacities may, with your authorized consent, share your job search information filled in eChinacities with our affiliated platforms that we operate (for information sharing scope, please refer to eChinacities 'Online Privacy Policy' (《网络隐私政策》)). Therefore, when you use eChinacities, you may also receive requests from registered users of our affiliated platforms to chat with you, exchange WeChat/phone numbers, or send video interview invitations. During this period, you can learn how we protect the security of your personal information through the eChinacities 'Online Privacy Policy'.
eChinacities's virtual props and other value-added services are only sold or granted usage rights on the product platform or directly by eChinacities. Users shall not purchase eChinacities's virtual products or services on any other platform or channel. eChinacities shall not be responsible for any losses caused by users using virtual products or services not provided or sold by official channels; if eChinacities suffers losses due to users purchasing products or services through other platforms (e.g., Taobao stores) or by having others recharge on their behalf, the user shall bear compensation liability.
Users should use the relevant services through this Platform; without permission, they shall not obtain any information services within the eChinacities platform through other third-party tools or operating platforms, including but not limited to logging into eChinacities accounts, posting jobs, browsing jobs, sending/receiving resumes via third-party software. If relevant information leakage occurs due to the user's use of third-party software, eChinacities shall not bear any responsibility, and the user shall also bear the losses caused to eChinacities as a result.
eChinacities will strive to provide users with safe, timely, accurate, and high-quality services, but cannot promise the effectiveness of users' use of the platform services, nor does it guarantee that the services will not be interrupted, and makes no guarantees regarding the timeliness, security, or accuracy of the services. Unless otherwise agreed, eChinacities shall not be liable for users' inability to use eChinacities services or for services not meeting their psychological expectations.
Regarding the content transmitted by users through eChinacities's services, eChinacities will make reasonable efforts to strictly review it according to relevant national regulations, but cannot fully control the content transmitted via software/website services, and does not guarantee the accuracy, completeness, or quality of the content. Therefore, when using eChinacities services, users may encounter unpleasant, inappropriate, or objectionable content. In no event shall eChinacities be liable for any content transmitted by users via software/website services by posting, emailing, or otherwise. However, eChinacities has the right to legally stop the transmission of any of the aforementioned content and take corresponding actions, including but not limited to suspending all or part of the user's use of software/website services, preserving relevant records, and reporting to relevant authorities and cooperating with their actions when necessary, in accordance with national laws and regulations and relevant policies.
For various third-party advertisement information, links, and information (if any) provided by eChinacities, eChinacities does not guarantee their accuracy, legality, or reliability, and the relevant responsibility shall be borne by the advertiser; furthermore, any contact or commercial dealings between users and advertisers via eChinacities services are entirely between the user and the advertiser and are unrelated to eChinacities. eChinacities shall not be liable for any damages or losses arising from such commercial dealings.
For photos, data, certificates, videos, content, and images uploaded by users, eChinacities has taken relevant measures and made reasonable efforts to review them, but does not guarantee their correctness, legality, or reliability, and the relevant responsibility shall be borne by the user who uploaded the aforementioned content.
Users shall independently judge the content posted by other users on eChinacities and bear all risks arising from the use of such content, including but not limited to risks arising from reliance on the correctness, completeness, or usefulness of the content. eChinacities cannot and will not be liable for any loss or damage caused by the aforementioned risks.
Whether to use software/website services to download or obtain any data shall be at the user's own discretion and risk. eChinacities shall not be responsible for any damage to the user's computer system or data loss caused by the download of any data.
For any recruitment-related activities (including but not limited to fee-based and purely public welfare activities) planned, initiated, organized, or undertaken by eChinacities Company, whether online or offline, eChinacities does not make any guarantees or commitments regarding the effectiveness of such recruitment, nor does it guarantee the legality and rationality of the user's own behavior during the activity. Any personal, reputational, or other damages caused thereby shall be borne by the party implementing the behavior.
For user complaints, eChinacities will make reasonable efforts to verify and handle them, fulfilling its platform management obligations. In accordance with relevant national laws and regulations, eChinacities has the right to decide whether to disclose the complaint content to the public or the complained party.
eChinacities protects users' personal information and privacy in accordance with the law.

The term "Platform Usage" in this Agreement refers to any act performed by the user when using the services of this Platform, including but not limited to registration, login, certification, viewing chats, account management, posting recruitment information, inviting for interviews, and all other acts performed through the eChinacities platform.

Any violation of the above provisions by the user constitutes a breach of contract, and eChinacities has the right to take disciplinary measures and pursue liability for breach of contract in accordance with Article 8 of this Agreement.
If eChinacities verifies or has reasonable grounds to believe that a user has violated Article 7 of this Agreement, eChinacities has the right to take punitive measures, such as deleting or blocking relevant information, and restricting the use of some or all functions. To prevent further losses, eChinacities has the right, depending on the urgency and severity of the situation, to suspend or terminate providing some or all services to the user without prior notice, and any related fees paid by the user shall not be refunded. If the user's breach of contract causes any loss to eChinacities, eChinacities has the right to demand full compensation from the user.
If the user's breach of contract leads to any third party raising any claims or demands against eChinacities, the user shall compensate eChinacities or other partners for losses, including but not limited to compensation, legal fees, reasonable investigation fees, and other related expenses.
If a user complains that another user has engaged in illegal acts or violated this Agreement, the complainant shall bear all legal liabilities arising from false complaints. If the legitimate rights and interests of others are infringed, the complainant shall independently bear all legal liabilities. If eChinacities incurs losses, the complainant shall bear corresponding compensation liability to eChinacities.
Content uploaded or posted by users on eChinacities (including but not limited to photos, text, interview experiences and reviews, etc.) shall be deemed as the user granting eChinacities Company and its affiliated companies a free, non-exclusive right to use. eChinacities has the right to reproduce, modify, publish, etc., the aforementioned posted content for the purpose of display, dissemination, and promotion. This right of use shall continue until the user provides written notice to eChinacities not to continue using it, and eChinacities actually receives such written notice.
If the content uploaded or posted by a user infringes upon the rights of others, leading to any third party making infringement or claim demands against eChinacities Company, the user shall bear full responsibility.
Any third-party acts of reproducing, modifying, editing, or disseminating content posted by users in the public use area of eChinacities shall be subject to the legal consequences and responsibilities borne by the actor, and eChinacities shall not be liable.
eChinacities will temporarily store communication information generated by users in business scenarios such as inquiry of intent, video interviews, and live recruitment fairs, in accordance with legal regulations. This is for purposes such as providing historical chat information inquiry function within 30 days, handling complaints and reports, and implementing security risk control strategies.
eChinacities will take encryption, anti-leakage, and other relevant measures for the collection, transmission, and storage of such information.
To protect the privacy of other users, you shall not download, disseminate, or publicly publish other users' communication information as stipulated in this article, such as interview chat records. If this causes losses to eChinacities or infringes upon the rights and interests of other users, you shall bear the liability for breach of contract or compensation liability.
Users have the right to request the cancellation of their eChinacities account at any time. For rules and procedures regarding account cancellation, please refer to the relevant guidelines. After successful account cancellation, eChinacities will promptly delete your personal information or anonymize it in accordance with legal requirements.
eChinacities has the right to change and modify any terms of this Agreement at any time in accordance with the law. Once terms change, we will update and notify within the eChinacities software, or send the latest version of the "User Agreement" to users via system messages, pop-ups, or emails for reading and confirmation. If a user does not agree to the modified terms, they should actively stop using eChinacities or apply to cancel their eChinacities account. Any unused paid benefits will be cleared upon cancellation. Otherwise, if the user continues to use their account, it will be deemed that the user has accepted all modifications to this Agreement.
"Force Majeure" refers to events that eChinacities cannot reasonably control, are unforeseeable, or unavoidable even if foreseen, and which impede, affect, or delay eChinacities's performance of all or part of its obligations under these registration terms. Such events include but are not limited to government actions, natural disasters, wars, hacker attacks, computer viruses, network failures, etc. Force majeure may lead to adverse consequences such as eChinacities being inaccessible, slow access speed, loss of stored data, or leakage of user personal information.
When encountering a force majeure event, eChinacities may suspend the performance of its obligations under this Agreement until the effects of the force majeure are eliminated, and shall not be liable for breach of contract as a result; however, it shall make its best efforts to overcome the event and mitigate its negative impact.
Notices sent by eChinacities to its users will be in the form of system messages, pop-ups, emails, or page announcements. When the terms of this "User Agreement" or other matters change, eChinacities may give notice in the aforementioned forms.
The effectiveness, performance, interpretation, and resolution of disputes of this Agreement shall all be governed by the current laws of the People's Republic of China, and the place of signing of this Agreement is Shenzhen, Guangdong Province, People's Republic of China. If any dispute arises between you and eChinacities, both parties shall try to resolve it through friendly negotiation; if negotiation fails, you agree that the dispute shall be submitted to the people's court with jurisdiction at the place of signing of this Agreement for litigation resolution. If any term of this Agreement becomes invalid due to conflict with current laws of the People's Republic of China, it shall not affect the validity of other terms.
