Diary of a Whistleblower: How One Post Brought Down a Guizhou Mayor

Following the release of information regarding large scale bribery incidents by former colleague and online whistleblower Lu Xuanjie, newly-appointed Mayor of Anshun in Guizhou Wang Shujun, is currently being investigated by the authorities. The article provides several elaborate instances where Wang, along with his secretary Jiang Bing, used Lu to carry out acts of bribery and fraud which eventually saw Wang be elevated to the position of mayor. Lu came clean about Wang’s crimes in a blog post which was published on June 30. 

On July 10, the Guizhou Daily reported that an investigation against Wang Shujun, the mayor of Anshun, Guizhou, was being undertaken regarding alleged disciplinary violations. Online whistleblower Lu Xuanjie was also reported to be assisting in the investigation. The investigation follows a previous report that stated Lu, who is a legal representative for Guizhou Hejiang County Leixin Property Real Estate Development Co. Ltd, revealed information via an online post regarding Wang taking bribes. Lu Xuanjie went on to state that from 2010 until January 2013, Wang gave out 90 million RMB in bribes as well as two kilograms of gold.

Lu explained that Jiang Bing, who is a journalist and covers Chinese trade, was also Wang’s secretary. Jiang reportedly met Lu during a banquet in Beijing in 2009, where, after a few drinks, Jiang boasted that she could help Lu meet anyone he wanted to in Guizhou. It was through Jiang that Lu eventually became familiar with Wang Shujun.

Below are descriptions provided by Lu Xuanjie of the various times that Wang Shujun and Jiang Bing used him to enact their acts of bribery and cash fraud.

1) One day in 2010
Jiang was having dinner in Guiyang’s Huaxi District when Lu passed over a cash sum of 1 million RMB to Wang Shujun while he was in Jiang’s car. The cash was reportedly to enable the real estate company the ability to gain project loans. At the time, national economic regulations meant that property loans were frozen, so the cash was given completely unnoticed.       

2) January 2012
On January 1, Wang told Lu that his family was heading to Sanya for Spring Festival. Lu arranged the holiday for a total of four of Wang’s family members (including his wife) and had them stay in the St. Regis Sanya Yalong Bay Resort. By January 30, a total of 320,000 RMB had been spent during the trip.  

3) Mid-Autumn Festival 2012
On September 26 2012, Wang told Lu that he had to go to Beijing to take care of something, and needed 1 million RMB and 2kgs of gold. Wang stated he wasn’t able to take these items on the plane and needed Lu to bring them to him personally in Beijing. On September 28, Lu and a driver named Jiang Qingsong drove up to Beijing and stayed in the Shangri-la Hotel. On October 1, Wang and Jiang Bing arrived in the hotel and called Lu to deliver the items to him.

4) January 28 2013
When Lu was in the company office, Wang phoned him and announced that he needed to have 2 million RMB ready in order to bribe an official in Beijing so he could get promoted. At the time, the property company was going through some tough times and could only provide 1.5 million RMB. Lu added that he was also only able to provide 500,000 RMB on the day, and could give Wang the rest on January 29. Wang told Lu that he was flying to Beijing the next morning, and ordered him to give him the 500,000 RMB before he left. The other million RMB was given to Jiang Bing by colleague Jiang Chongzheng, who later passed on the cash to Wang. It was not long after this that Wang Shujun was promoted to the position of Mayor of Anshun.        

5) January 16 2013
Wang called Lu and announced that his sister-in-law and some family members were heading to Sanya for a holiday on January 19. Upon asking Wang if he was going with them, Wang responded by saying that provincial meetings would be held in the next few days and that he would join them when he was finished. It turned out that Wang did in fact go to Sanya during the supposed meetings, and came back to Guiyang on January 28. Lu had his friends in Sanya arrange two rooms for nine nights at the St. Regis. A total of over 120,000 RMB was transferred to a Sanya bank account to cover expenses for the trip.  

6) Bank cards
Between 2010 and 2011, Wang asked Lu to obtain two bank cards. One was to be opened under Jiang Bing’s name and was to carry a sum of 1 million RMB. Another 400,000 RMB was soon added to the card, which was then used for Wang’s trips to Beijing as well as business trips and visits to various Maotai shops in Guizhou. A second card was then given to Jiang with an amount of around 3 million RMB placed inside. This money was used mostly for Wang’s own affairs.

A little about Wang Shujun

Wang, 43, who is originally from Anqiu, Shandong, was appointed Mayor of Anshun on April 23 this year. There were 70 days from the period when Wang was made Mayor of Anshun until he was caught. His resume (which is on public display) shows that he worked for six years in the Guizhou Rural Credit Cooperative Association, and at the end of 2011 became Chairman of the Association and Party Secretary.

Following his investigation, he has been given the nickname “The Short-Lived Mayor” by Anshun locals. Wang is also the third Provincial Party Committee Member in Guizhou to have been born in the 70s, and many, who thought he had a bright future ahead of him, have expressed their surprise at the revelations. Some commented on his frosty relationship with the leaders of the Rural Credit Cooperative Association however, and recalling his apparent vain character, believed that something was going to happen to him “sooner rather than later”.
