Informational notices have been distributed in many Chinese cities to deter what has come to be seen as a problem: beggars forcefully haranguing pedestrians or motorists for money. To that effect, Shenyang has issued a new law: the most forceful begging behavior will receive a detention of 5 days and individuals who coerce or instigate such grievous perpetrations from behind the scenes will receive detention of 15 days.
