Spring Brings 30°C Days to Northern China, Rainfall to Southwest China

On April 21, China weather reports said that many regions of the country will experience high temperatures in the upcoming days. The central eastern region will experience temperatures higher than 20°C, some areas will be close to 30°C. Northern cities will experience especially hot weather over the next three days, especially in Beijing, Tianjin, Shijiazhuang and Jinan. On April 22, temperatures in these cities will reach 27 to 29°C.

In the next three days, parts of southwestern China will experience moderate to heavy rain, causing temperatures to fall. Yunnan, southern Sichuan, and western Guizhou will be affected.

The dollar signs seem to have something to do with the wind speed and/or direction. I have seen these before but am not sure about the meaning.
