Between January 13 and 19 Shenzhen’s Urban Management Bureau will be checking dog owners to ensure they have licenses and are carrying leashes when walking their dogs. They have said they will be conducting their checks everyday between 17:00 and 19:00.
Owners without licenses will be given a deadline to purchase one, otherwise they incur fines. Those without leashes will be warned. If they are caught a second time they will then be fined.
