New Beijing Traffic Regulations: Fewer New Cars on the Road

The new “Beijing Traffic Control Restriction Policy” was formally announced on Dec 23rd. This policy will set forth several important aspects for how the government will solve traffic congestion issues:
- In the year 2011, the total average amount of new small passenger cars for Beijing is to be contained to 240,000 vehicles, licenses to be disseminated through a free lottery distribution.
- Beijing will build 478 km of new or additional segments of high-speed roads.
- 30 minute parking restrictions will be shortened to 15 minutes.
- Beijing will establish a large-scale service system of bicycles for public use. There will be 1000 stations and a total of 50,000 bicycles made available to the public.
Beijing will continue to implement the “Drive Your Car One Day Less Every Week” policy of limiting cars according to rear licence plate numbers. The “odd/even” licence number restriction of motor vehicles will be adopted during times of inclement weather, major events or important festivals, among other reasons of peak traffic.
