Harbin To Capture, Punish and Shame all Non-Motor and Pedestrian Traffic Violations

Between August 11 and October, Harbin will focus on non-motor vehicle and pedestrian traffic violations, including jaywalking, crossing through red lights, climbing over fences, etc.

Punishments will be photographed by high definition cameras, and accused will face a maximum fine of 20 RMB. On top of that, these images will not only be broadcast across the media, but will also repeatedly be displayed on a large roadside LED screen for the ultimate shaming.
