On November 21, the Guangzhou municipal government websites announced that they would start taking residence registration more seriously.

The notice said that non-local people living or working in the city have to register within three days from arrival. On top of that, it is compulsory to carry around proof of registration and valid proof of identity when leaving the house.

Netizens felt that these regulations were too strict in a time when movement is becoming easier and easier. The government responded saying the restrictions do not include people who come to Guangzhou for travel, business, or medical treatment, but those not from the city looking to stay here.
