Beijing legislators are considering turning around the ban on food from February this year, and are instead considering banning beggars and advertisers and their leaflets.

The new rules would fine people begging in subways between 50 and 1,000 RMB, while people found distributing advertising would be fined between 100 and 1,000 RMB, with the potential to raise this to 10,000 RMB if the offenders have “caused a serious disturbance”, China Daily reports.
