Since May 5th, passengers taking taxis in Chongqing are required to pay 8 RMB as starting price for a 3 kilometer ride during the day (6:00-22:00), and 8.9 RMB at night (22:00-6:00). Plans for a fuel surcharge, on the other hand, have been cancelled.
