China continues to grow in importance in the global outsourcing market, especially in its ability to handle both low-cost services and the growing market for value-added and knowledge-intensive offerings. To encourage the development of the outsourcing industry in China, the Chinese government has enacted a series of policies known as the 'Thousand-Hundred-Ten Project'. This ambitious plan, with funding in excess of US$ 1 billion, is set to double China's service exports by establishing 20 Chinese cities as outsourcing bases, attracting international corporate customers to offshore in these cities, and helping to develop local outsourcing vendors that can meet the demands of multinational customers.
