Changsha to Police Foreign Workers, Especially Targeting Illegal Teachers

In order to preserve public order regarding foreigners in Changsha, beginning on November 19 the city police will convene to implement a 50 day policy of the “Three Don’ts” (illegal immigration, illegal residence, illegal employment) for foreigners in the area. An emphasis is to be placed upon eradicating the problem of illegally-employed foreign teachers.

Changsha police say they have four targets to which they will be focusing upon during this move: first will be schools and training centers (including vocational and educational institutions for adults and teenagers, middle and elementary schools, and kindergartens) that have not received the proper certification to employ foreign experts but do so on their own volition without explicit approval. Secondly will be schools and training centers that do not have the proper certification to hire a foreign expert but utilize an intermediary company to arrange for a contract to be set up nonetheless with a foreign expert. Thirdly will be teachers of foreign nationalities who do not have valid work credentials or residence permits. Fourth, will be foreign teachers who do have valid credentials and residence permits, but have certificates that are of restricted use that do not permit them to work outside their own countries.

Who else would go to Changsha to teach on measly salaries of 5000-6000RMB but Africans, Russians etc. with no other options. Any westerner would make more scrubbing toilets back home. Guess the elites will soon find themselves without any English teachers left for their kids.
