As of January 1, 2013, anyone caught running a red light will now lose six points off their driver’s license, according to a revised set of motor vehicle regulations issued by the Ministry of Public Security today. Other new regulations include a 6-point penalty for failing to yield to a school vehicle and a 12-point penalty for intentionally damaging, failing to install or otherwise obscuring your license plate. In addition, individuals with a record of drug use within the last three years will be refused a license.

I completely agree with how stupid chinese drivers are. Which intrigue me how do they get their driver license in the first place. I think people riding bikes or scooters should also have a license as well to prevent careless behavior. Considering China, without strict rules, the people just act as if the world belong to them solely.
