16 Taxi Drivers Fined for Refusing to Take Passengers

According to the Kunming Taxi Management Centre, sixteen taxi drivers were punished for refusing to take passengers or for failure to use taximeters on October 20th. Drivers unwilling to take passengers on long rides often refuse to provide service under the pretence of shift relief. However, since the shift relief scheduling was adjusted in June 2010, drivers have been getting slammed with a huge penalty if they refuse passengers during peak hours. According to reports, the phenomenon of refusing to take passengers during rush hours had been particularly bad in the past.
