Woman Loses Phone Abroad, Nailed with Sketchy 230,000 RMB Bill

A woman named Cai lost her phone while on vacation in Barcelona, Spain. She returned to China on August 1 and went to a China Telecom store to get her number back on a new SIM. She was told, however, that she had a 230,000 RMB bill on her lost phone, and that she needed to pay off the overdraft.

The salesperson would not tell her why her bill was so high without her personalized password. Ironically, when she first called the company right after she lost her phone, they told her she could not report her lost phone card without her password. Cai could not even remember setting any kind of service password. When the need for the password came back again, she felt, “trapped in an infinite loop.”

Cai asked for a receipt to prove that she had 230,000 Yuan in monthly charges. “The salesperson said there was no other evidence, and finally gave me a handwritten piece of paper with the amount owed written down,” she said.

China Telecom staff told Beijing Youth Daily that Cai's card was a post-paid card rather than pre-paid which is why she had such a high bill. They also said that her bill was high because of international roaming.

Kang Kai, a Beijing lawyer, said that the victim must be held somewhat responsible in such a case, but the operators should be held mainly responsible and should have better management methods to avoid such an incident.

In the past, a woman from Chongqing was charged 2,095 Yuan after uploading 10 photos to the internet while in Thailand. A man from Shenzhen racked up a 14,138 Yuan bill in eight hours in Macau.

So to give her a simple phone bill statement they request a password but to let 230000rmb go abroad there is absolutely no problem they are really a team of champion. At least China mobile informed me when I go abroad, suggest the best plans and simply turn my roaming off if I exceed a certain amount. I am also quite curious to know what kind of service can be charged that much between Spain and China, assuming she was there for a couple of weeks vacation.

Chinese scammers aren't actually that good. Most that I have encountered are as lazy and unimaginative as anyone else in China. They mostly go after the low-hanging fruit.
