Shanghai Rolls Out Covid Vaccine Program to all Foreigners

Shanghai has become the first city in China to roll out a Covid-19 vaccination plan for all foreign residents. From Monday, expats living in the east coast city will be able to register to receive a Chinese-made two-dose vaccine via the “Health Cloud” app.

The news, which was announced on Tuesday night by the local authorities, has sparked discussions about whether more Chinese cities with a high population of foreigners would follow suit. This week, Beijing started inoculating foreign journalists, diplomats and their families, but has yet to extend the scheme to all expats.

After registering through the app and arranging an appointment, applicants will be required to take their passport, permanent residence identity card or residence permit to the designated inoculation center. They will also need to sign a disclaimer and a consent form before receiving their jab, confirming that they will bear full responsibility for any side effects.

None of the five currently available Chinese-made vaccines have yet published their stage-three trial data or received approval for use from the WHO. Producers Sinopharm and Sinovac have, however, applied to the organization for recognition. The Chinese government is also yet to approve any foreign-made vaccines for use in China.

Foreigners in Shanghai with domestic social insurance will be able to receive the jab for free, while those without it will be required to pay 100 RMB per dose. So far, only 836,000 people in Shanghai have received their first dose of the vaccine, according to the city’s Health Commission.
