A Foreigner has been sentenced to two years in prison, been given a 30,000 RMB fine, and will be deported upon release after he was found guilty of using fake passports to obtain credit cards.
Donath, a 29 year old Nigerian national, first came to China in 2008. Between October 2012 and the end of November 2012 he managed to use a number of fake passports in various banks in Shandong province in order to get credit cards. It wasn’t until December 2012 that bank staff in Rizhao city noticed alterations to his passport.
In January 2013 the arrest was made and he had been waiting trial for credit card fraud since then.

It's not entirely true that a foreigner can't get a credit card here if you don't own property...but it's not easy and you won't get a high limit, just a percentage of your monthly salary. I think it can't be with a state-owned bank because their restrictions are tighter, but a privately owned one like Minsheng, CMB or Citibank can issue a card to whoever they want. That being said you need a pretty lenghty employment history, preferably with a larger firm and it helps if your paycheck is deposited into the issuing bank. I've only seen it successfully done a handful of times..and that's to western foreigners working at big companies making decent salaries or business owners. I have NO fucking clue what this guy said to get cards issued, maybe he (perhaps fraudulently) showed he owns a business here or some other kind of asset they could put a lien on if they had to. Seriously don't assume this guy was broke just cause he's Nigerian either cause that's bullshit, i've met a few Africans who make bank with their trading firms. The fact that he was only fined 30K though, says that he probably didn't get too much on any one card. It's entirely possible he got seven cards with 3K RMB limits or something (that's what mine was!)

You can't get a credit card here in china by yourself unless you own a property here, then why bank's issued him these cards.

some banks have new policies now, they are not issuing Credit cards to foreigners witout any pproperty. Or their office/companies can apply for them

Well, goes to show that you're either an idiot or worthless. People can get credit cards legally in China, and if you're too stupid to know how, then that's your fault. I guess all your visa runs to get the old F visa in HK at the agencies is "legal" uh? Grow a brain.
