New COVID Control and Quarantine Measures for Beijing and Shanghai

New COVID control and quarantine measures are being implemented in Beijing and Shanghai after a rise in infections. As of today, China has 144 newly confirmed cases. Of these are 18 imported cases recorded in Shanghai, Tianjin, Beijing, Hubei, Guangdong and Guangxi.  Another 126 are locally transmitted cases, recorded in Heilongjiang, Jilin, Hebei, Beijing, Shanxi and Shandong. However, as is the curious way that China counts its COVID infections, there is also another 113 new asymptomatic infections.

China’s biggest cities, including Beijing and Shanghai, are busy rolling out new procedures in a bid to combat the spike in infections.

The Shanghai office for Pandemic Prevention and Control this week advised residents not to leave the city during the upcoming Chinese New Year holidays. Those wanting to come to Shanghai from high or medium-risk domestic areas have also been asked to delay their plans until their area has been designated low-risk.

Anyone who does come to Shanghai from a high or medium-risk domestic area will be required to submit to 14 days quarantine and two nucleic acid tests, according to the announcement. It is not clear at this moment whether the quarantine would be in a centralized facility or not.

The city’s travel hubs, residential units, schools and hotels have also been asked to step up temperature monitoring and health code inspections until further notice. These measures are expected to be in place until March 31.

Meanwhile, Beijing has extended its quarantine and monitoring period for overseas arrivals even further. International arrivals will now be required to complete 14 days centralized quarantine, plus seven days home quarantine and a further seven days of health monitoring, city officials said at a press conference on Tuesday. This stretches the overall monitoring period to a whopping 28 days, although what exactly the final stage of “health monitoring” entails is not currently clear.

According to an official statement on the Beijing government’s WeChat account, the new rules reflect rising concerns about imported cases and longer incubation periods that have been seen recently in patients.

should that be re-imported cases from patient zero, or are they still trying to deflect blame from the origin.
