Don’t Mail Toothpaste: Hangzhou Packages Will Require Security Clearance Seals Starting August 20
Aug 16, 2016 By eChinacities.com

According to a notice released by the Hangzhou Postal Service yesterday, local postal offices will continue receiving and delivering mail and packages as usual during the G20 Summit. But due to extra security checks, postal packages and couriered mail will take longer time than usual to clear for delivery. Consumers are advised to order early when they could to avoid delays.

When mailing packages, the sender is required to do two things: bring along official identification documents for verification and also keep the package unsealed for inspection.

According to a temporary regulation jointly promulgated by the National Postal Services, the National Police Services and the Ministry of National Security, from August 28 to September 7, low- and slow-flying mini-aircraft and parts are not allowed to be mailed to and from Zhejiang. Also by the same temporary rules, from August 20 to September 7, mails and packages from all courier and postal delivery services must be cleared through x-ray machines and have security clearance seals indicating the organization and province where the security check was conducted.

When it comes to specific items, kitchen knives that used to be okay for ordering online, as well as toothpaste, shoe polish and other products which include corrosive material are temporarily prohibited for courier and mail.

TLDR. For a short period of time your mail will be under scrutiny due to lack of trust in the public but only in Hangzhou. You can just deliver it elsewhere or bring it in. Great police work.
