I don't disagree with that in the slightest. ScotsAlan was claiming the woman understood multiculturalism and even if she married a foreigner, I still doubt that. I'm of half Iranian background but born and breed in the UK. You have no idea how often when I tell people I'm from Ying Guo they hear Yin Du even though the last syllables aren't even remotely similar.

The teacher in question has a TEFL certificate, which may or may not represent actual English or teaching ability

TEFL certification IS NOT ACCREDITED. Anyone can print one up, and voila! you are certified. Real university degrees are accredited, thus if a potential employer wishs to inquire if its legit, a simple email to the administration/registrar office can determine so.

thankfully a lot of US unis offer graduate certificates in TESOL/TEFL, so one need not get a full master's to have a legit/recognized/accredited qualification

In small cities that can get them a work visa sometimes and if they already had a work visa than they can renew it even with the new laws, but if they leave they lose it forever.
