New Law Requires Couriers Check ID: Will It Be Enforced?

A new law implemented June 1 by the State Post Bureau requires China’s delivery and courier services are required to ask customers for identification. Customers must show identification cards or other valid documentation, and couriers must verify that the in the ID matches the customer. However, when reporters visited various express mail services around Beijing yesterday, only two out of nine asked for valid documents. Staff members said that customers are not required to present identification when sending common items.

Yesterday, reporters visited S.F. Express, GTO Express, STO Express, Chengji Express, Yunda Express, TK Express, YTO Express, and other courier services near Chaoyangmen and Beijing University of Technology. Only S.F. Express and STO Express explicitly requested a valid ID to send a package. A number of couriers said that they did not need ID.

One courier said that although his company has stipulated that employees check for ID, no one actually checks. Customers can send common items like clothing, and books without using an ID. However, if you are sent drugs, ethanol or other banned substances you will have to show an ID.

Many members of the public are concerned that having to show an ID to couriers is an invasion of personal privacy. A citizen told reporters that he was concerned that couriers would record or take a photo of his information.

I always request the courier guy to show me his ID so I can have him fired if anything is missing or broken in my parcel.
